I think that Lloyd Simcoe is D. Gibbons. In one flash forward clip, he is leaving the bedroom and tells Olivia he has to make a call. D. Gibbons made a call 30 seconds into the blackout. Charlie makes the comment about D. Gibbons at the end of the episode – she know him because he is also Lloyd, living in the house with his son, whom Charlie also recognized.

Good question although we never see him actually make the phone call and then he was reading a book. Also Charlie didn’t seem to recognize Lloyd only his son.
